Work-related Personnel Mobility (WPM)

To combat global warming, we collectively face significant challenges. An important point of attention is reducing CO2 emissions through work-related mobility.About half of passenger transport emissions are due to commuting mobility and business trips. These forms of mobility are collectively referred to as work-related personal mobility. As an employer you have an important role in reducing these emissions.

Who is obliged to register work-related personal mobility?

The obligation applies to employers in the Netherlands with 100 or more employees on one Chamber of Commerce number. Only employees with a permanent employment contract of at least 20 hours per month need to be included in the registration.

When and how do you submit the data?

  • July 1, 2024 - Start of data collection
    Start collecting your employees' travel dates from July onwards.
  • June 30, 2025 - Deadline for data submission
    You must submit the collected data to the Netherlands Enterprise Agency (RVO) no later than June 30, 2025. You will then receive a report with your organization's CO2 emissions.
  • Annual reporting

In addition to the initial submission, there is an annual reporting obligation.

What falls under work-related personal mobility?

Work-related mobility includes all business trips and commuting, regardless of the means of transport, except company cars with a gray license plate, air travel and international train travel. As an employer, you report the number of kilometers driven, the means of transport used and the type of fuel, split between business and commuting.

What data should be collected?

  • Number of kilometers per mode of transport and fuel type (car, petrol, e-bike, train, etc.).
  • Split between business trips and commuting.
  • Data only applies to employees with a permanent employment contract of at least 20 hours per month.

5 Steps for WPM reporting

Step 1: Commuting
Collect the commuting kilometers of your employees annually via a simple survey, including working days from home.

Step 2: Lease cars
Calculate the business kilometers of lease cars: total number of kilometers minus commuting and private use.

Step 3: Declarations
Calculate the business mileage declarations per means of transport and fuel type.

Step 4: Mobility services
Calculate the business kilometers of mobility services, such as public transport cards.

Step 5: Reporting
Add up all the data and submit the report to the RVO.
